Food and Drug Administration (FDA)2
Information Technology for the 21st Century (ICT21)

The (ICT21) contract vehicle is a FDA agency-wide computing platform for the 21st century that is efficient, effective, scalable, flexible, reliable, and meets the FDA business requirements.


The ICT21 is a multiple award, IDIQ-type contract with a ten (10) year ordering period.


The Scope of this contract includes all activities (end-to-end) necessary to provide efficient, effective and responsive IT goods and services to support FDA requirements and ICT21 Program-related work and support. This includes all necessary aspects of planning, implementing, transitioning, operating, and maintaining new and existing applications within the ICT21 environment. Currently, FDA envisions seven categories of ICT21 goods and services to be procured under this contract. Some will be on a recurring basis.

The Enterprise System Life Cycle Management Support (ELMS)

This services procurement vehicle is a multiple award, ID/IQ-type contract. It provides for IT support in the areas of planning, design, development, testing implementation, operation and maintenance for the Food and Drug Administration's automated system and business application software.

The Chief Information Officer—Solutions and Partners 3 (CIO-SP3)

This is a premier IT services contract that includes a broad array of services, including Cloud Computing, Cyber Defense, and Health IT solutions. This GWAC/IDIQ is open for use by all Federal departments and agencies. CIO-SP3 has a ceiling of $20 billion and expires in 2022. NCI is proud to be an awardee of this GWAC. We are ready to serve the federal community with innovative IT solutions and our interdisciplinary experience in health IT and informatics.


CIO-SP3 is a multiple award, Government Wide Acquisition Contract (GWAC) sponsored by the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC). This 10-year contract allows Team NCI to provide IT services and solutions to both defense and civil agencies under the following 10 Task Areas:

  • Task Area 1—IT Services for Biomedical Research, Health Sciences, and Healthcare.
  • Task Area 2—Chief Information Officer (CIO) Support.
  • Task Area 3—Imaging.
  • Task Area 4—Outsourcing.
  • Task Area 5—IT Operations and Maintenance.
  • Task Area 6—Integration Services.
  • Task Area 7—Critical Infrastructure Protection and Information Assurance.
  • Task Area 8—Digital Government.
